Can You Replace Just the Outdoor AC Unit?

Two different questions hide inside this one, and they have opposite answers. One is about what the law allows; the other is about what the manufacturer approves.

When somebody asks whether they can replace only the outdoor unit, they are usually asking two questions at once, and the answers point in opposite directions.

Question one: can I put a new outdoor unit on my old coil at all?

Yes — and this is the part most articles get wrong by omission. Servicing an existing R-410A system is still allowed. Under the service provisions, any component of an R-410A system, including a complete outdoor unit, can be replaced at any time, as long as the work does not amount to installing a new system.

The EPA settled this again in May 2026. Two petitions asked it to treat replacing a condensing unit as installing a new system, which would have forced whole-system replacements. It declined, changed nothing, and said that a homeowner may replace a failed condensing unit rather than buy a whole new system.

Three things do count as a new system, and then A2L equipment is required:

  1. Assembling a system for the first time from new or used components.
  2. Increasing the cooling capacity of the existing system in BTU per hour.
  3. Replacing 75% or more of the evaporators, by number, along with all of the compressor racks, condensers and connected evaporator loads.

New R-410A residential air conditioners and heat pumps are still built for this purpose — the federal rule exempts components from its manufacturing and sale prohibitions. They are labelled “For Service Only”; the Carrier Enterprise guide attributes that label to the Department of Energy’s efficiency requirements and its Outdoor Unit With No Match test procedure, which is the distributor’s attribution and not one this site has read in a Department of Energy document. Carrier also says it will keep manufacturing R-410A indoor coil components for coil replacements.

One state to check, and possibly two. California caps new air conditioning and heat pump equipment below the federal limit from 1 January 2025. Whether that reaches a replacement outdoor unit for an existing system is not something this site has read in California’s rule, so do not assume this route is open there — ask which rule your installer is working to. Washington is reported to have a comparable restriction, unread here.

Question two: can I put an A2L outdoor unit on my old coil?

No. This is the answer that costs money when it is skipped, and it is not a regulatory answer — it is the manufacturer’s.

Carrier states plainly that full furnace coils are not interchangeable, and that the refrigerant the indoor coil is designed for must match the outdoor unit’s. It also states that R-454B is not a drop-in for R-410A: the pressures and temperatures are close, but the compressor and the expansion device are different, so R-454B should not be used in an R-410A system. And it says its equipment cannot be used for both refrigerants.

So when your quote replaces the coil as well, that is not automatically an upsell. It is what happens when the outdoor unit on the quote is A2L.

What this means for the quote in your hand

The real decision is between two different jobs:

Neither is the “right” answer. But a quote that replaces the coil should say which of the two jobs it is, and a quote that keeps your coil while fitting an A2L outdoor unit is describing something the manufacturer does not recognise.

A system may be serviced and repaired throughout its useful life, including by replacing components, and the components needed to do that may still be manufactured, imported, sold, distributed and exported. What is restricted is installing a new system. Three actions count as installing one, once the system is charged to full charge: assembling a system for the first time from new or used components; increasing the cooling capacity in BTU per hour of an existing system; or replacing 75 percent or more of the evaporators by number together with all of the compressor racks, condensers and connected evaporator loads. This is the rule that decides whether swapping one box is service or is a new system.

In force Federal rules still let you replace a failed outdoor unit on its own. Two petitions asked the EPA to treat replacing the condensing unit of an existing residential system as installing a new system, which would have forced a whole-system replacement. In its May 2026 final rule the EPA declined, making no change to the definitions, to the installation restriction, to the list of actions that count as a new installation, or to the exemption for components. The agency's stated consequence is that a homeowner may choose to replace a failed condensing unit rather than buy a whole new system. This is the federal answer to the question this site is named after — and it is not the manufacturer's answer, which is separate and is what the model pages carry.
